Lebanon Police announced on April 14 that three individuals were arrested at a campsite near Bridge Street, following an early morning response to reports of an encampment in the wooded area between the former Stateline Sports building and the Connecticut River.
Police said officers found a large, established camp with significant debris, including rotting food, clothing, hypodermic needles, and other trash. Three people were present at the scene: Nichole Rogers, age 42; Shannon Barry, age 38 of White River Junction, Vermont; and William Spinks, age 45 of Chelsea, Vermont.
According to police statements released by Chief Phillip J. Roberts, Rogers admitted some property belonged to her. Barry and Spinks were located inside a tent within the encampment. Officers reported finding drugs and paraphernalia during their investigation. “Barry was found to be in possession of suspected methamphetamine, and Spinks was found to be in possession of suspected fentanyl,” police said.
All three individuals were taken into custody for processing at the Lebanon Police Department. Barry faces charges including criminal trespass (misdemeanor), felony possession of controlled drugs (methamphetamine), and possession of drug paraphernalia. Spinks faces similar charges for criminal trespass (misdemeanor), felony possession of controlled drugs (fentanyl), and possession of drug paraphernalia. Rogers was charged with criminal trespass (misdemeanor), possession of drug paraphernalia, and unlawful activities – littering.
Rogers was held on $500 cash bail before being turned over to Grafton County House of Corrections. Barry and Spinks were released on personal recognizance with a summons for court appearance scheduled for June 15 at Lebanon District Court.
